Technical and Commercial Expert Review

The Competition and Markets Authority (CMA) were required to resolve a dispute between OFWAT and a Water Company regarding the 2014 Price Determination. To complete the work the CMA required independent technical review of targeted aspects of the submitted business plan and supporting asset strategy.

Aqua Consultants was engaged by the CMA to undertake a technical investigation of several areas of a water company’s PR14 Business Plan.

Several aspects of the programme were investigated ranging from maintenance works, refurbishment to large scale new build projects that encompassed civil through to process engineering. In addition to the schemes proposed by the water company alternatives were devised to enable a comprehensive investigation to be completed.

The two major challenges in this work was the volume of the information that required appraisal together with the range of skills that were required, with the output from the work having to present the technical information to a non technical panel. Our findings, despite robust challenge and interrogation, were accepted by the CMA.
