Working with RAPID to improve Ofwat’s understanding of water infrastructure costs

The Regulators’ Alliance for Progressing Infrastructure Development (RAPID) is the cluster within Ofwat which has been formed to help accelerate the development of new water infrastructure and design future regulatory frameworks.

Problem / Opportunity

The aim of this project was to improve Ofwat’s understanding of water infrastructure costs and ultimately create a framework or methodology for robust assessment and benchmarking of scheme costs.

Solution

Aqua worked in collaboration with CEPA, to develop the Approaches for estimating and benchmarking costs for large scale water infrastructure projects. This included investigating the best practice for the cost estimating process, looking at all the techniques available and where they best fit in the life cycle of a project. We developed a Work Breakdown Structure and a system for collecting historical project cost information, which can be modelled and used for the estimation of future projects or benchmarking of projects through the various gates.

We reviewed international standards, current process adopted within the Water Industry at present and looked at best practices adopted in other sectors.

Outcome

We provided Ofwat with a self-updating cost modelling system, which they could use for future Price Reviews, and a structure which would allow them to review and understand submitted costs for water companies in a standardised manner. This modelling went to a Project Level rather than the higher regulatory level Ofwat previously used in PR19.
