Regulatory assurance submissions to support PR24 business plan for South West Water

Framing the challenge
South West Water, Bristol Water, and Bournemouth Water needed to prepare their PR24 business plan to secure investment to maintain and enhance their service for the period 2025-2030, the AMP8 regulatory period.
As part of this activity, certain regulatory data submissions needed to be prepared to provide evidence and assurance of past and future performance..
Approach and implementation
We were commissioned to prepare a series of regulatory assurance submissions on behalf of South West Water to support the PR24 submission, following the Ofwat PR24 methodology and guidance.

This included the annual performance report, PR24 data tables, Water Resources Management Plan (WRMP) data tables and annual review, and the PR24 enhancement case documents. We also supported with external audits and reporting on these submissions.
Impact and outcomes
Our work preparing data tables, enhancement cases, and the WRMP annual review meant that external assurance through a series of audits could take place, ultimately providing Ofwat with evidence of the companies activities. This ensured regulatory decisions could be applied at an appropriate level to maintain and enhance services while protecting customers from the risks of under delivery.

Our approach to preparing regulatory assurance submissions provided the client with a clear evidence base on which to apply external audits and append the PR24 business plan submission.
We have also added value by identifying opportunities to improve the approach to annual performance reporting, including ensuring sufficient data is captured in an automated fashion.
